{"id":1319,"date":"2021-09-03T19:11:00","date_gmt":"2021-09-03T19:11:00","guid":{"rendered":"https:\/\/beyondclimatepromises.ca\/?p=1319"},"modified":"2023-01-18T19:24:56","modified_gmt":"2023-01-18T19:24:56","slug":"sizematters","status":"publish","type":"post","link":"https:\/\/beyondclimatepromises.ca\/fr\/sizematters\/","title":{"rendered":"#SizeMatters"},"content":{"rendered":"<p>While we can\u2019t say size&nbsp;<em>always<\/em>&nbsp;matters, in the case of buildings it really does.&nbsp;<\/p>\n\n\n\n<p>On Tuesday, September 7,&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.halifax.ca\/city-hall\/community-councils\/halifax-west-community-council\" target=\"_blank\">Halifax and West Community Council<\/a>&nbsp;will be hosting a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.halifax.ca\/business\/planning-development\/applications\/case-20761-robie-college-carlton-streets\" target=\"_blank\">virtual public hearing<\/a>&nbsp;to discuss proposed amendments to the Halifax Municipal Planning Strategy and Halifax Peninsula Land Use By-law, requested on behalf of developer Peter Rouvalis. His company is proposing to build&nbsp;two highrises fronting Robie St, College St, and Carlton St in Halifax. The towers (one 29-storey\/90 metres plus penthouse and the other 28 storey\/87 metres plus penthouse) would feature 577 residences and more than 500 parking spaces in a new six-level underground parking garage. Also being discussed at the hearing is whether to approve a 23-storey highrise overlooking the Halifax Common (Westwood Tower, 2032\u20132050 Robie St), with underground parking for a minimum 70 parking spaces.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe title=\"Size Matters\" width=\"500\" height=\"375\" src=\"https:\/\/www.youtube.com\/embed\/0LcyidhYYU8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><strong>So what\u2019s the BIG deal?<\/strong>&nbsp;Why should we care how high a new building stretches into the sky or how many cars can be parked in the garage?<\/p>\n\n\n\n<p>There are many reasons, but let\u2019s focus on these seven.<\/p>\n\n\n\n<p><strong>1. The higher the building, the greater the carbon footprint&nbsp;<\/strong><\/p>\n\n\n\n<p>Highrises have a greater embodied carbon footprint than low- to mid-rise buildings that provide a comparable number of residential and\/or commercial units.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"403\" src=\"https:\/\/beyondclimatepromises.ca\/wp-content\/uploads\/2021\/11\/Embodied-Carbon-1024x403.png\" alt=\"Embodied carbon of buildings from Manufacture to use\/maintain to decommission\" class=\"wp-image-1320\" srcset=\"https:\/\/beyondclimatepromises.ca\/wp-content\/uploads\/2021\/11\/Embodied-Carbon-1024x403.png 1024w, https:\/\/beyondclimatepromises.ca\/wp-content\/uploads\/2021\/11\/Embodied-Carbon-300x118.png 300w, https:\/\/beyondclimatepromises.ca\/wp-content\/uploads\/2021\/11\/Embodied-Carbon-768x302.png 768w, https:\/\/beyondclimatepromises.ca\/wp-content\/uploads\/2021\/11\/Embodied-Carbon.png 1327w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Source:&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/taf.ca\/wp-content\/uploads\/2018\/04\/Embodied-Carbon-in-Construction.PRIMER-FINAL.pdf\" target=\"_blank\">Embodied Carbon in Construction<\/a><\/figcaption><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-center is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\u201cEmbodied carbon emissions account for up to&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/765bf7ec-2dd0-4cf7-9b76-f2f379ab6a0f.filesusr.com\/ugd\/b22203_ebfaadd09c4e40d18a4943d6e80f6bfd.pdf\" target=\"_blank\">75 percent<\/a>&nbsp;of a building\u2019s total emissions over its lifespan.\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n<figure id=\"ko_textBlock_7\" class=\"wp-block-table\"><table><tbody><tr><td><strong>2. We need to be thinking about a net-zero future now<\/strong><br><br>The&nbsp;<a href=\"https:\/\/www.worldgbc.org\/thecommitment\" target=\"_blank\" rel=\"noreferrer noopener\">World Green Building Council<\/a>&nbsp;defines a net-zero carbon building as \u201ca highly energy efficient building that is fully powered from on-site and\/or off-site renewable energy sources and offsets.\u201dWhile this may sound like a thing of the future, the technology is already well established and being used in buildings (and homes) in Canada. What\u2019s more, the money saved on energy costs \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=tPkC6TnA4es\" target=\"_blank\" rel=\"noreferrer noopener\">more than offsets the upfront capital costs<\/a>\u201d to achieve net-zero building standards.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<figure id=\"ko_textBlock_3\" class=\"wp-block-table\"><table><tbody><tr><td><strong>3. \u201cThe greenest building is the one that\u2019s already built\u201d<\/strong><br><br>The&nbsp;<a href=\"https:\/\/www.facebook.com\/watch\/?v=565984867729303\" target=\"_blank\" rel=\"noreferrer noopener\">Royal Institute of British Architects<\/a>&nbsp;recently came out strongly against the demolition of older buildings, saying the practice should be stopped in order to curb carbon emissions. It wants older buildings renovated and retrofitted instead.&nbsp;Even new energy-efficient buildings can take many decades of efficient operation to overcome the embodied carbon footprint of constructing the building itself.In Halifax, buildings are regularly written off much earlier than necessary to make way for something shiny and new\u2014and a lot bigger. Why should real estate developers get a free pass on reusing and recycling older buildings?<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<figure id=\"ko_textBlock_4\" class=\"wp-block-table\"><table><tbody><tr><td><strong>4. Five hundred more cars in downtown Halifax simply doesn\u2019t make sense<\/strong><br><br>Anyone who has been in downtown Halifax in the past few years knows that it\u2019s already congested with cars and buses. Why would we want to further add to the number of vehicles, particularly in a climate crisis? The fact that the Rouvalis highrises are designed to accommodate a six-level parking garage indicates that this project isn\u2019t part of a broader sustainable community design that would facilitate active transportation.&nbsp;Nova Scotia\u2019s transportation sector currently accounts for&nbsp;<a href=\"https:\/\/cleanfuture.ca\/wp-content\/uploads\/2021\/05\/SDGA-and-Climate-Change-Plan-Clean-Growth-Discussion-Paper-English-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">35 percent<\/a>&nbsp;of all greenhouse gas emissions in the province. We need to be taking steps to reduce our reliance on cars.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<figure id=\"ko_textBlock_8\" class=\"wp-block-table\"><table><tbody><tr><td><strong>5. Yes, we need more housing, but it should be affordable housing<\/strong><br><br>Taller buildings cost more to build, but they\u2019re also more profitable for developers, who can rent them as luxury units. This doesn\u2019t only impact the people who are evicted from older buildings to make way for new ones. As the&nbsp;<a href=\"https:\/\/www.smartcitiesdive.com\/ex\/sustainablecitiescollective\/7-reasons-why-high-rises-kill-livability\/561536\/\" target=\"_blank\" rel=\"noreferrer noopener\">director of Making Cities Livable International Council explains<\/a>, \u201cTall buildings inflate the price of adjacent land, thus making the protection of historic buildings and affordable housing less achievable. In this way, they increase inequality.\u201d&nbsp;In essence, there goes the affordable neighborhood.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<figure id=\"ko_textBlock_9\" class=\"wp-block-table\"><table><tbody><tr><td><strong>6. Just because a highrise provides greater housing density doesn\u2019t mean it\u2019s green<\/strong><br><br>In fact, because highrises require a lot of steel and concrete, they\u2019re inherently less sustainable than mid-rise buildings built with wood (\u201c<a href=\"https:\/\/www.smartcitiesdive.com\/ex\/sustainablecitiescollective\/7-reasons-why-high-rises-kill-livability\/561536\/\" target=\"_blank\" rel=\"noreferrer noopener\">Concrete is 10 times more GHG-intensive than wood<\/a>\u201d). Also, according to BC Hydro, highrises in that province \u201c<a href=\"https:\/\/www.smartcitiesdive.com\/ex\/sustainablecitiescollective\/7-reasons-why-high-rises-kill-livability\/561536\/\" target=\"_blank\" rel=\"noreferrer noopener\">use almost twice as much energy per square metre as mid-rise structures.<\/a>&#8221;&nbsp;So while greater housing density can be part of a solution to reduce greenhouse gas emissions and preserve biodiversity, that doesn\u2019t mean highrises are automatically the answer.&nbsp;The proposed towers would leave a huge embodied carbon footprint and worsen vehicle traffic in the downtown area.<br><br><strong>7. It\u2019s the law, and our elected leaders promised. It\u2019s as simple as ABC<\/strong>.<br><br><strong>A)<\/strong>&nbsp;Halifax Regional Council unanimously approved the HalifACT plan on June 23, 2020. On the&nbsp;<a href=\"https:\/\/www.halifax.ca\/about-halifax\/energy-environment\/halifact-2050-acting-climate-together\" target=\"_blank\" rel=\"noreferrer noopener\">municipality\u2019s website<\/a>&nbsp;it boasts, \u201cHalifACT is one of the most ambitious climate action movements in Canada.\u201d&nbsp;What does&nbsp;<a href=\"https:\/\/www.halifax.ca\/sites\/default\/files\/documents\/about-the-city\/energy-environment\/HRM_HaliFACT_vNew%20Logo_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">HalifACT<\/a>&nbsp;set out to accomplish? A lot of good stuff, actually, which could help Halifax address the climate crisis \u2014 including reducing greenhouse gas emissions. You can\u2019t reduce these emissions by simply not counting them (that\u2019s cheating).<br><br><strong>B)<\/strong>&nbsp;The proposed highrises (and the by-law amendments that would allow them) do not align with provincial legislation.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<figure class=\"wp-block-table is-style-regular\"><table class=\"has-black-color has-light-green-cyan-to-vivid-green-cyan-gradient-background has-text-color has-background\"><tbody><tr><td>Nova Scotia\u2019s new&nbsp;<a href=\"https:\/\/nslegislature.ca\/sites\/default\/files\/legc\/PDFs\/annual%20statutes\/2019%20Fall\/c026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Sustainable Development Goals Act<\/a>&nbsp;(SDGA) states:<br><br>&#8220;This Act is based on the following principles: (a) the achievement of sustainable prosperity in the Province must include all of the following elements: (i) Netukulimk, (ii) sustainable development, (iii) a circular economy, and (iv) an inclusive economy&#8221;&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>The SDGA defines&nbsp;<strong>sustainable prosperity<\/strong>&nbsp;as \u201cprosperity where economic growth, environmental stewardship and social responsibility are integrated and recognized as being interconnected.\u201d It defines&nbsp;<strong>circular economy<\/strong>&nbsp;as \u201can economy in which resources and products are kept in use for as long as possible, with the maximum value being extracted while they are in use and from which, at the end of their service life, other materials and products of value are recovered or regenerated.<\/p>\n\n\n\n<p>While an actionable plan for the SDGA is still being worked out, the principles set out in the Act are now law.<\/p>\n\n\n\n<p><strong>C)<\/strong>&nbsp;Canada is a signatory to the Paris Climate Agreement (2015), the Pan-Canadian Framework on Clean Growth and Climate Change (2016), and the United Nations Sustainable Development Goals adopted in 2015 by 193 countries.&nbsp;<\/p>\n\n\n\n<p>Although the details may vary, each of these agreements has one thing in common:&nbsp;<em>a commitment to reduce greenhouse gas emissions.<\/em><\/p>\n\n\n\n<p>It is not only the federal government that is bound by these agreements; the provinces are too.<\/p>\n\n\n\n<h5 class=\"has-black-color has-pale-cyan-blue-background-color has-text-color has-background wp-block-heading\" id=\"h-so-the-question-is-will-halifax-and-west-community-council-and-halifax-regional-council-honour-the-halifact-plan-nova-scotia-s-sdga-the-paris-climate-agreement-the-pan-canadian-framework-on-clean-growth-and-climate-change-and-the-un-sustainable-development-goals-this-is-a-simple-yes-or-no-question\" style=\"font-size:16px\"><em>So the question is:<\/em><br><br>Will Halifax and West Community Council (and Halifax Regional Council) honour the HalifACT plan, Nova Scotia\u2019s SDGA, the Paris Climate Agreement, the Pan-Canadian Framework on Clean Growth and Climate Change, and the UN Sustainable Development Goals?&nbsp;<br><br>This is a simple Yes or No question.<\/h5>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Sierra Club\u2019s Atlantic Canada Chapter has put the question to Halifax Regional Council and the Halifax and West Community Council.
